President-Elect

David G. Mongan, P.E., F.ASCE

Mongan

David G. Mongan, P.E., F.ASCE, is the president of the architectural/engineering(A/E) firm of Whitney, Bailey, Cox & Magnani, in Baltimore, MD. The firm provides services in highway/bridge engineering, architecture and waterfront/marine engineering. Mr. Mongan has a bachelor’s and master’s in civil engineering from the University of Maryland and an Master of Business Administration from Loyola College.

Mr. Mongan served as ASCE Treasurer, Zone 1 vice president, and District 5 director, on Task Committees such as Academic Prerequisites for Professional Practice, Institute Operating Procedures, and 150th Anniversary, as chair of state government relations, infrastructure policy, technical activities, annual conference in Baltimore and the Council on Federal Procurement of A/E Services. He is currently chair of the Steering Committee for the Summit on the Future of Civil Engineering. He was the Maryland Section’s Civil 1998 Engineer of the Year, the Engineering Society of Baltimore’s 1999 Engineer of the Year and 2003 awardee of the William H. Wisely American Civil Engineer Award.

Mr. Mongan has been active in the business community and serves as chair of the American Consulting Engineering Council (ACEC)-Maryland Legislative Committee and is on the Maryland Chamber of Commerce Board of Directors.

Mr. Mongan and his wife Janet live near Baltimore and have two children, Alicia and Matthew.

Max L. Porter, PE, Ph.D., Hon. M. ASCE, F. ACI, F. TMS, Parlm. Dipl. ASFE

Porter

Max L. Porter, PE, Ph.D., Hon. M. ASCE, F. ACI, F. TMS, Parlm. Dipl. ASFE, has served as president of five professional organizations, including the Structural Engineering Institute.  He has served as a non-voting ASCE Executive Committee and Board Institute representative, chaired several ASCE committees, the ASCE codes and standards rules and policy committee and the Council of Institute Leaders for ASCE.

Dr. Porter is primary author, co-author or responsible committee chair/vice chair of 27 books or chapters of books, 117 refereed and 218 non-refereed publications. He was PI of over 100 research projects and investigator on 17, totaling $10.5 million, and taught over 200 courses, national workshops and seminars. A professor of civil engineering at Iowa State University in Ames, Iowa, he has worked for the County of Los Angeles, and the American Bridge Division of US Steel. He has served as consultant to over 200 firms or individuals.

Thomas M. Rachford, P.E., Ph.D., F. ASCE

Rochford

Thomas M. Rachford, P.E., Ph.D., F. ASCE received Bachelor of Science in civil engineering and Master of Science in civil engineering degrees from the University of Kentucky and a PhD degree from Stanford University. He is a vice president and the corporate quality officer for Gannett Fleming, Inc., a national engineering and planning firm headquartered in Camp Hill, Pa. He has been an active ASCE volunteer for over 30 years. He has chaired the Session Programs Committee and the Executive Committee for the former Environmental Engineering Division and the Technical Activities Committee (TAC) Management Group D. He was a founding member of the Environmental and Water Resources Institute (EWRI) and its first treasurer. He was an elected officer in the EWRI for four years, including a term as president during the 2003-2004 FY. His ASCE national committee memberships have included the TAC Operations Task Committee, the TAC Planning Committee, the TAC Reorganization Task Committee, the Institute Task Force, the Council of Institute Leaders and, more recently, the Civil Engineering Research Foundation Reengineering Task Committee.

Director

Thomas R. Walther, P.E., F.ASCE

TWalther

Tom Walther holds a bachelor’s degree in civil engineering from the University of Wisconsin-Platteville. He is a registered professional engineer in Wisconsin and Iowa. His entire career has been in public works engineering. Nine years with the Iowa Department of Transportation and the past 25 years as highway commissioner of Eau Claire County, Wisc., he has had oversight of the regional airport, managed the county landfill and currently manages operation of the county highway department.

He has held all offices in the Wisconsin Section Northwest Branch; has served on the Wisconsin Section Board of Directors including a term as Section president; has served on the Wisconsin Section Report Card committee; has served on Section award committees. He is a recipient of the section Engineer in Government Service award. Currently he is the District 8 Director, and has served on Technical Activities Committee and on the Program Committee.

Governor

Eriks V. Ludins, P.E., M.ASCE

Ludins

Eriks V. Ludins, P.E., M.ASCE received a bachelor of civil engineering degree from the University of Minnesota in 1984 and has since worked for the City of St. Paul Public Works Department in the Bridge Engineering Division. His experience includes design, construction management and inspection of bridge projects throughout St. Paul. Active in ASCE since 1982, he served eight years on the Minnesota Section’s Board of Directors including a term as president from 1999 to 2000 as well as serving on and chairing several section committees. He is a licensed Professional Engineer in Minnesota and Wisconsin.

Director

Robert I. Smith II, M.ASCE

Smith

R.I. (Bob) Smith is an engineer, community advocate and family man. He is the deputy director of Logistics and Engineering at Fort Jackson, S.C. Bob has been recognized by National Society of Professional Engineers (NSPE) as one of the top ten engineers in the federal government. The governor of South Carolina presented him with the Order of the Palmetto for professional achievement. Educated at the University of South Carolina, he was a member of Chi Epsilon and Tau Beta Pi. In ASCE, he has served as the District 6 chair and held all section offices. He has been named South Carolina Engineer of the Year, and received Lifetime Professional Achievement, Leadership and Service awards. A community advocate, he is a lifetime member of the Girl and Boy Scouts, an Eagle Scout, Silver Beaver and Vigil Honor recipient. His wife, Liz, is a social worker. His son, R.I., also an Eagle Scout, will attend Wake Forest Univeristy in the fall.

Governor (Select Two)

Findlay Edwards, Ph.D., P.E., M.ASCE

Edwards

Findlay Edwards started his involvement with ASCE in 1972 at New Mexico State University as a student member becoming the Student Chapter president in 1975. After earning a Bachelors of Science in civil engineering, he worked as an engineer in construction, manufacturing and consulting. In the early 1980s he earned a Master of Science in civil engineering and a master’s of Management, and then had a career as an investment advisor. He returned to academia and earned a Ph.D. in civil (environmental) engineering in 1998. Currently he conducts research and teaches at the University of Arkansas as an associate professor of environmental engineering. He is a past president of the Arkansas Section and is currently the president of the Northwest Arkansas Branch and faculty advisor of the University of Arkansas Chapter.

David F. Garber, P.E., F. ASCE

Garber

David is a native of Louisville, Ky. He now resides in LaGrange, Ky., which is a suburb of Louisville. He has been married to his wife Debra for 32 years and they have four grown children.

David received a masters degree in civil engineering from the University of Louisville in 1975, where he also began his days with ASCE. David has served as Louisville Branch president, Kentucky Section president and chairman of the District 9 Council. David is also a member of NSPE where he served as the Louisville Chapter president. He is also active in the Kentucky Association of Professional Surveyors.

David is president of Garber-Chilton Engineers & Land Surveyors, Inc. where he directs the many day-to-day activities. His firm is a full service civil engineering and land surveying company. David is licensed to practice in Kentucky, Indiana and Tennessee.

Jack N. Furlong, P.E., M.ASCE

Furlong

Jack is active in the Society since graduating from University of Texas, Austin in 1974 with a Bachelor of Science in civil engineering. He received a Master of Science in civil engineering from University of Texas, Arlington in 1977. Jack has 32 years of experience in water resources, drainage projects and site development work. Jack is employed with Halff Associates, Inc.

Jack served in the Austin Branch 1985-1988. He served as treasurer, Texas Section 1988-1990. He has served as vice president of Professional Affairs Texas Section 2004-2005. Jack chaired the Computer Practices, Water Resources and Hydraulics Committees at the state level. He served on section planning committees in 1985, 1990 and 2003. Jack chaired the Georgetown Report Card effort.

Jack and Betty Lou were married in 1974, with a daughter - Carrie Little, emergency management coordinator in Grapevine, Texas and Brian Furlong, accountant in Plano, Texas. They have a granddaughter Caroline born November 2005. Jack has worked for six years with Habitat for Humanity.

Jeanette A. Walther, P.E., P.T.O.E., M. ASCE

JWalther

Jeanette A. Walther, P.E., P.T.O.E., M. ASCE is a graduate of the University of Illinois with a bachelor's in civil engineering in 1984 and a Master of Science in 1985. She has worked for 21 years both as a consultant and for the U.S. Army Corps of Engineers Construction Engineering Research Laboratory. For the past 16 years she has worked for Bohannan Huston Inc. in Albuquerque, N.M. as a design engineer and project manager in the field of Traffic and Transportation.

Currently the president of the New Mexico Section of ASCE, Ms. Walther has served as the president of the Albuquerque Branch, and director, vice president and president-elect for the New Mexico Section. She also served on the steering committee for the 2005 New Mexico Infrastructure Report Card .

Ms. Walther has two boys ages 8 and 12. In her spare time she plays in two handbell choirs.

F. Lawrence Bennett, P.E., Ph.D.

Bennett

Larry Bennett retired from the University of Alaska Fairbanks in 1997 after 29 years on its Engineering Management faculty. After two years each as a visiting professor at Cornell and at the University of Canterbury, New Zealand, he now maintains an active consulting practice and teaches part time. His bachelor's in civil engineering is from Rensselaer Polytechnic Institute, and his master's and doctoral degrees were awarded by Cornell. The author of four books and over 50 professional papers and articles, a registered civil engineer and land surveyor, and an ASCE Life Member and Fellow, he served as branch and section president and chair of national committees in engineering management, cold regions engineering and natural disaster reduction. He served on the Region 8 formation team and was recently selected to its first Board of Governors. He has also held leadership positions in NSPE, American Society for Engineering Education (ASEE), Boy Scouts, Rotary and the United Methodist Church.

Westley K.C. Chun, Ph.D., P.E., DEE, F.ASCE

Chun

Westley Chun received his Bachelor of Science, Master of Science, and doctorate degrees in civil engineering; is a Diplomate of American Academy of Environmental Engineers (AAEE); and is a licensed professional engineer in Hawaii, Guam and California.  Westley is a senior project manager in CH2M HILL’s Honolulu Office. He has planned and designed water and wastewater systems throughout the West Coast, Alaska, Hawaii, Pacific Islands, Southeast Asia and Eastern Europe. His projects received awards from the ACEC, American Institute of Architects (AIA) and National Water Resources Institute (NWRI).

Westley is a Fellow, Region 8 governor, past president of the Hawaii Section, and chair of the Hawaii Council of Engineering Societies. While serving on its executive committee, the Hawaii Section received the Outstanding Zone IV Large Section Award four consecutive years, including the year that Westley served as its president. Westley is also active in the local chapters of American Public Works Association, ACEC and Water Environment Federation (WEF); and initiated several task forces and associations to protect public health and safety.

Michael J. Barton, P.E., P.T.O.E., M. ASCE

Barton

Mr. Barton received his Bachelor of Science in civil engineering from the University of Arizona in 1987. He is currently a registered Professional Engineer in the following states: Arizona, New Mexico, Michigan, Maryland, Colorado, Utah, Florida and Nevada. He is also a certified Professional Traffic Operations Engineer. Mr. Barton’s work experience includes a wide variety of transportation projects ranging from Urban Interstates to rural roads. Professionally, he is very active in ASCE having served as president for the University of Arizona Student Chapter, Southern Arizona Younger Member Forum and Branch, and the Arizona Section. Technically, he serves on the National Committee on Uniform Traffic Control Devices (NCUTCD), Signals Technical Committee (STC) and is chair of General and Other Highway Traffic Signals Task Force. Finally, Mr. Barton is also very active in the youth of his community, coaching football and softball, and fundraising for education enrichment grants and scholarships.

Robert J. Russell, P.E., MBA, F. ASCE

Russell

Robert Russell joined the Northern Nevada Regional Transportation Commission (RTC) in November 1999 as the engineering director and presently serves in that capacity. He oversees construction and rehabilitation of all regional roads in Washoe County and RTC’s facility operations and capital construction programs. Before joining RTC, Bob worked for the New York State Department of Transportation (NYSDOT) for 31 years.  He served as regional director or chief executive officer for the western area of New York State for 13 years. He is a licensed Professional Engineer in New York and Nevada. He is a recipient of “Engineer of the Year” awards from the American Public Works Association, ASCE and the New York State Association of Transportation Engineers. Bob has been invited to participate in a number of prestigious institutions’ executive studies programs and is a “Fellow” member of ASCE.

Mark Creveling, P.E., M. ASCE

Creveling

Mark Creveling is the past president of the San Diego Section of the American Society of Civil Engineers. He has served as chairman of the San Diego Section’s scholarship, nominations, awards, annual banquet, contract negotiations, transportation group, Building Big, and engineering public awareness committees. Mr. Creveling is active in many other professional organizations including: APWA, American Concrete Institute, ASCE Transportation Group, American Railway Engineering and Maintenance of Way Association, Consulting Engineers and Land Surveyors of California and San Diego Highway Development Association. He has served on the board of the San Diego County Tax Payers Association and on committees for the San Diego Regional Chamber of Commerce. Mr. Creveling holds a Bachelor of Science in engineering from Montana Tech of The University of Montana. Mr. Creveling has over 25 years of engineering experience, is a registered professional engineer in four states, and is the CEO of Simon Wong Engineering, a 70-person bridge design, structural design, and construction management firm headquartered in San Diego.

Carmen Kasner, P.E., F.ASCE

Kasner

Carmen Kasner has been involved with ASCE in some manner continuously since attending South Dakota State University over 20 years ago. She was very involved with Younger Member Forum in San Diego when it was gaining strength in numbers and interest and served as treasurer, vice president and president. She has served nationally on the Engineering Management and Business Practices Committee. She has also served as director, secretary, vice president, president- elect and currently is the president of the San Diego Section.

She is a program manager with PBS&J in the California Public Works Division providing Municipal Services and CIP development, and currently acts on contract as city engineer for Del Mar. Her husband Kevin is an information systems supervisor with Sweetwater Authority and she has two young children Kyra and Kyle. She is very passionate about supporting young engineers and improving the image of civil engineers in the public eye.
