Keynote Speaker: Charles Jenkins, Senior Vice President, Transmission & System Operations, Oncor Electric Delivery LLC

Competitive Renewable Energy Zones (CREZ) in Texas

Charles Jenkins will discuss how the Texas Competitive Renewable Energy Zones (CREZ) program is leading the nation in providing transmission infrastructure to support the development of renewable energy.

Following extensive studies, the Public Utility Commission of Texas (PUCT) issued an order in July 2008 providing for the accommodation of 18,456 MW of new wind generation. In its final form the CREZ project represents approximately 3,000 miles of new or upgraded transmission lines and stations valued at almost $5 billion.

Jenkins

Charles Jenkins is senior vice president of transmission and system operations for Oncor Electric Delivery LLC. His responsibilities include directing transmission engineering, construction, and field operations for Oncor’s 14,000 miles of transmission facilities; directing transmission and distribution operations through the activities of the T&D control centers; directing the development and support of real-time operations information technology systems for both transmission and distribution system operations; and overseeing the interconnection and provision of service to third-party users of the transmission system by generators, utilities, and large industrial customers.

Gene Wilhoite Innovations in Transmission Line Engineering Award

This award is presented to an individual for significant contributions to the advancement of the art and science of transmission line engineering.

This Year’s Award Recipient : John D. Mozer, Ph.D., P.E., M.ASCE

John D. Mozer’s illustrious career in civil engineering spans more than four decades, including stints in academia and in professional practice. After spending six years teaching in the Civil and Environmental Engineering Department at Carnegie Mellon University, Dr. Mozer left the academic world to work for GAI Consultants, Inc., a civil engineering consulting firm located in the Pittsburgh area. While at GAI, he specialized in the areas of structural engineering, structural rehabilitation, and transmission line engineering. In the latter area, he designed, managed, and consulted on numerous transmission line projects in Indonesia, Argentina, Chile, Honduras, Canada, and the United States. He retired from GAI on April 25, 2009, the 36th anniversary of his employment at GAI.

Mozer

Dr. Mozer has been a member of ASCE since 1961 and is currently a Life Member. He served as chairman of the Task Committee on Structural Loadings of the ASCE Committee on Electrical Transmission Structures from 1984 to 1991 and helped in that task committee’s development of the first edition of Manual 74, Guidelines for Electrical Transmission Line Structural Loading, which was published by ASCE in 1991. He continues to be a member of the current ASCE committee charged with updating Manual 74.  Dr. Mozer received a B.S. degree in Civil Engineering from the University of Colorado in 1961, an M.S. degree in Civil Engineering from the University of Illinois in 1963, and a Ph.D. in Civil Engineering from the University of Colorado in 1967.
