As Chief Operating Officer of Raba-Kistner Consultants Inc., Mr. Costigan oversees Vice Presidents and Project Managers ensuring corporate resources and operations utilize effective quality controlled, time-efficient methods. In addition, Mr. Costigan oversees scope development, contracting, financial and personal management and implementation for projects directed from the regional offices. His professional experience is highlighted by leading service line leaders in identifying the critical factors and systems contributing to quality deficiencies and began developing and implementing corrective strategies within the services of Construction Materials Testing, Geotechnical and Environmental Engineering, and Due Diligence. He completely transformed business development/communications departments and implemented computer database systems that allowed managers and staff access to company wide project experience information.
Additionally, Mr. Costigan supervised the planning, design, procurement, and construction of 80 construction programs with a three year completion date despite a funding shortfall. He has directed emergency response for infrastructure operations during natural disasters and contractor default with no loss in service to thousands of residents. He has managed over 400 engineering, technical, and construction-trade personnel in operating, repairing, and maintaining the physical plant of a major air base and the construction of state-of-the art blast resistant structures for the military.
By starting two new service lines of pavement and facilities engineering, Mr. Costigan managed a staff of engineers in the design of industrial and administrative facility renovation, upgrade of electrical distribution systems, replacement of emergency generators, roof replacements, replacement of water treatment plant, roadway and airfield repairs, replacement of HVAC systems, renovation of underground structures, and emergency repair projects.
He performed numerous pavement engineering projects including investigation of pavement failures. Projects involved specification review, construction records, review, nondestructive testing (FWD and ground penetrating radar surveys), materials testing including petrographic examinations, pavement analysis and evaluation, and preparation of corrective action.
Dr. Costigan is a Registered Professional Engineer. He holds Bachelor and Master of Sciences degrees in Civil Engineering from Virginia Military Institute and University of Missouri respectively. He focused his Doctorate degree in Civil Engineering from the University of Illinois on transportation materials and pavements.
